On the eve of Napoleon's Peninsular War in Spain France was under the Emperors iron hand, the memory of the Reign of Terror made this lesser tyranny tolerable, and Napoleon's military genius was not questioned. Afraid of Royalist plots and conspiracies Napoleon had sent his Prefect to Les Chouettes a province in the West to meet Monsieur Angelot. Unaware of his uncle's conspiracy Angelot meets Prefect and the General Ratoneau, but unfortunate incidents make him a powerful enemy.
