These are the Biblical laws of the Telestial Kingdom given to Adam, The Chosen One by the Lord. Adam whom is Michael the Archangel provided the laws as specified in Isaiah 42, Enoch Ch.61 and Doctrine and Covenants 107:54-57.
The Telestial Kingdom is the lowest law of God as found in 1 Corinthians 15 which is a glory of the stars.
