The Haedaecker's Theory says that the Z-wave propagates only in a region under the influence of solar activity; therefore making the communications across galaxy impossible. Paul Grayson of the Bureau of Astrogation believes that he can prove this wrong. He tries to disclaim it and prove his theory correct, but he faces some fierce opponents who don't want him to succeed and make this kind of communication possible.
