Two FBI agents suspect, but cannot yet prove the existence of a neo-Nazi killer cult at work somewhere in the middle of our country. They are William Henry, senior member of the Behavioral Sciences Divsion (what Behavioral Analysis was called in 1991 when this story takes place), and his protege Amy Gold, the granddaughter of Holocause survivors. Ultimately their investigation leads to armed battle in American's heartland.
